Nāgārjuna explains: where there are seven treasures, gold is the greatest; even in a place without fine objects, an iron hoe is the greatest; just as when the Three Jewels exist, the Buddha is the greatest, even so in the final period, a precept-breaking monk is the greatest. Therefore the sūtra states: 'Although the campaka flower is withered, it still surpasses other flowers in their fresh bloom; monks who break the precepts and act evilly still surpass non-Buddhists who keep their precepts.'
