> Major section three: repaying kindness through offerings; hence there is the "Chapter on Scattering Flowers". Flowers symbolize causes; scattering them before the Buddha symbolizes practicing causes to reach the fruit. The chapter's text has three parts: 1. scattering flowers as an offering, 2. displaying supernatural powers to bring benefit, 3. praising the teaching and exhorting upholding. The first text has three parts: 1. hearing the sūtra and being exhorted to uphold it, 2. scattering flowers as an offering, and finally, the kings making vows. The first text has three parts: first, the people hearing the sūtra, which is easily understood; from "having heard what the Buddha spoke" onward, second, the Dharma heard. This sūtra speaks verses in three places with different counts: first, in the "Chapter on the Two Truths" it speaks eight hundred billion verses; second, at the end of the "Chapter on Protecting the State" it speaks eight thousand billion verses; now, in this "Chapter on Scattering Flowers" it speaks one hundred billion verses. The first, in the "Chapter on the Two Truths", combined the count of the three periods; next, the "Chapter on Protecting the State" specifically cited past Buddhas' teachings; now, in this chapter, it clarifies the present Buddha's teaching. Ānanda, observing the capacities, briefly concluded it in this manner. "Boundless joy" is the third, concluding their joy.
