> In about to explain this chapter, to clarify its purpose: the method of protecting the state is solely prajñā, and the cultivation and realization of internal protection is also solely prajñā; the awe-inspiring virtue of prajñā cannot be measured, and relying on events to clarify it increases deep reverence; therefore, through scattering flowers, seeing the Buddha, and hearing the Dharma, one is able to witness rare, divine transformations that are difficult to conceive; using events to express the sūtra is precisely its purpose. Next is the explanation of the chapter's title. "Inconceivable": the subtle functions of the merits and divine transformations of all buddhas cannot be measured by mind or words, so they are called "inconceivable." Therefore the \*Lotus Sūtra\* says, "not to be proclaimed by the mouth, not to be measured by the mind"; the \*Mahāprajñāpāramitopadeśa\* says, "the place of the mind's activity is extinguished, the path of words is cut off"; the \*Mahāprajñāpāramitā Sūtra\* says, "the path of mind and speech is severed"—all these explain "inconceivable." In ancient times, the chapter title was manifested in terms of scattering flowers; here, witnessing divine transformations is called "inconceivable"; each relies on one meaning, and they do not conflict. In explaining the text itself, the text is divided into three sections: 1. the great assembly scatters flowers, 2. the Buddha manifests divine transformations, 3. obtaining benefits from hearing the Dharma. In the first part, scattering flowers, the text is divided into three: first, the great assembly rejoices; next, scattering flowers in offering; finally, the kings and others make vows. First, the great assembly rejoices. What is its meaning?
