> Explanation: The text is easy to understand. Hereafter is the second major division: explaining the Dharma that protects the state. This has three parts: first, explaining the persons who protect the state; next, explaining the Dharma that protects the state; and finally, the World-Honoured One's confirmation. In the first part on the persons who protect the state, the text is divided into two: first, the Buddha commands them to protect the state; afterwards, the bodhisattvas reverently accept it. The first part itself has three: first, proclaiming it to the kings; next, enjoining the bodhisattvas; and finally, setting up images and making offerings. First is proclaiming it to the kings.
