> Now we briefly explain the first meaning: the Great Treatise says: 'There are lands with saṃghas of purely śrāvakas, lands with saṃghas of purely bodhisattvas, or bodhisattvas and śrāvakas together forming a saṃgha.' Some are pure and some are defiled; why is there this difference? It is entirely due to the laxity and strictness regarding the vehicle and the precepts. If precepts are lax and the vehicle is both strict and lax, this is a defiled land, with śrāvakas and bodhisattvas together forming the saṃgha. Because the precepts are lax, the five turbidities defile the land; because the vehicle is also lax, it opens the three vehicles; because the vehicle is also strict, it reveals the one vehicle—the Sahā world is this. When precepts are strict and the vehicle is both lax and strict, this is a pure land. Because precepts are strict, the land lacks the five turbidities; because the vehicle is also lax, it opens the three vehicles; because it is also strict, it reveals the one—Sukhāvatī is this. When the vehicle is lax and precepts are strict, this is a pure land with purely śrāvakas forming the saṃgha; this can be known. When precepts are lax and the vehicle is strict, this is a defiled land with purely bodhisattvas forming the saṃgha; this can also be known. The distinction between purity and defilement is entirely due to sentient beings; the high and low, suffering and joy, do not concern the Buddha.
