> The sixth major section explains the arising of stages. Here, provisionally distinguishing the sequence of the four teachings without distinguishing the sequence of the arising of the five periods is merely an abbreviation. As for why it is not explained: once one knows the four teachings, one knows the intention behind the arising of the teachings across the five periods. For example, the Avataṃsaka has two arisings, the Deer Park has one arising, up to the Lotus Sūtra having one arising—each has its own reason, which is why it is not discussed. Within this, there is first a question, followed by an answer. In the answer there are three parts: first, listing the differences among the four siddhāntas of the faculties and conditions; next, listing the sixteen kinds of preaching that accord with capacities; third, from "because of this" onward, concluding. In the listing of according with capacities, it speaks of "delusions of phenomena and principle within and outside the realms": delusions may not inherently have phenomena and principle, but follow the understanding generated by people; because understanding has skillfulness and clumsiness, it is divided into phenomena and principle; because principle has provisional and real, it is divided into within and outside the realms. If one speaks of delusions in terms of identity with principle, delusions are called principle; if one speaks of delusions apart from principle, delusions are called phenomena; hence they are divided into internal and external, forming four kinds.
