If the twelve of teaching are taken as that which can turn, the twelve of practice are that which is turned. The twelve practices are the wheel, while the twelve teachings are not the wheel. If one explains the meaning of two wheels, the twelve truths are the teaching-dharma wheel, and the twelve practices are the practice-dharma wheel. If it is the teaching-dharma wheel, then that which can turn is only a single provisional wisdom, while that which is turned consists of the twelve teachings.
