If those of medium faculties still had to await the prophecy before their minds of understanding became clear, how much more so for people of inferior faculties! We now consider that this explanation presents a slight difficulty in understanding: if those of medium faculties awaited the prophecy before their minds of understanding became resolved, they too should have awaited the prophecy before stating their expression of understanding. Now we further explain it with another meaning: people of inferior faculties, upon hearing the exposition of past causal conditions and the parable of the conjured city, immediately expressed their understanding; therefore, the Tathāgata conferred prophecies upon them, and after receiving the prophecies they then set forth their expression of understanding.
