There are two parts: First, two verses on generating the three evil karmas out of disbelief in the Dharma; next, one and a half verses on generating the four evil deeds out of disbelief in persons. This is the first. 'Frowning' is the bodily mark of disbelief, like knitting the eyebrows into a frown. Here 'frequently' means knitting them repeatedly. It also means together, the eyebrows coming together in one place. The pronunciation of 蹙 (cù) is the fanqie of 子 (zǐ) and 六 (liù), meaning cramped or pressing; it is also written as 𮜦. 'Doubting' is the mental mark of disbelief. 'Slandering' is the vocal mark of disbelief.
