> Regarding the Commentary's statement, "If you say they are complete, why does the text below expound only the establishment and the ocean of worlds?": below is a catechism of examination, and the above is the question. The answer has two senses. First, the transmission of the sūtra was incomplete; this is answered in terms of what is manifest. For at the end of the "Vairocana Chapter" there is no concluding summary. If the sūtra had arrived in its entirety, it would have answered the remaining thirty-eight questions. Second, from "Furthermore, although it expounds two" downward, it answers that the two subsume the rest. Therein, first it indicates, and then from "meaning that a realm necessarily has sentient beings" downward, it sets forth the characteristics of what is subsumed. It briefly sets forth three oceans: first, sentient beings; second, buddhas; third, karmic actions. Together with the two that can subsume, there are already five oceans. The words "the rest can be sought through contemplation" refer to the remaining five oceans and so forth: meaning that where there are sentient beings there must be faculties and desires, as the first; where there is a buddha, it must be by the power of vows, as the second; there must be divine transformations universally pervading, as the third; the Dharma must be turned to benefit sentient beings, as the fourth; and there are functioning liberations, as the fifth. Then the ten oceans are complete. Since possessing the oceans is thus, possessing the rest follows this pattern. This is stated according to answering the forty questions individually. If taken in terms of the ten oceans being the general, this merely answers two, and below it individually answers eight, as already clarified in the "Manifestation of Characteristics Chapter"; thus within the ten oceans the remaining thirty are subsumed.
