> Sengliang states: "'Coming repeatedly' means being born in the upper realm and falling back to the lower, which is called 'coming,' residing in the form realm. There is also one who comes once and not repeatedly. Which is that? Later it mentions the 'anāgāmin who flows upward.' Flowing has two kinds: the flow of afflictions and the flow of the path. Due to the flow of afflictions, one is born in the fourth dhyāna and falls back to be born in the first dhyāna. Due to the flow of the path, one severs the fetters of the first dhyāna and is born in the fourth dhyāna. Furthermore, as for 'not returning to the twenty-five states of existence,' anāgāmin means non-returner. An ordinary person fully fettered possesses all twenty-five states of existence, which are fully present only in the desire realm. Not returning to the desire realm is called 'non-returning,' because one does not receive the two kinds of bodies."
