In the Mahāparinirvāṇa Sūtra, four rounds of siddhāntas respond to conditions to preach the four rounds of four noble truths, which is called 'noble preaching'; hence the Mahāparinirvāṇa says: 'Preaching the Dharma is the realm of the buddhas, not what is known by śrāvakas and pratyekabuddhas.' Because the arising of arising, the arising of non-arising, the non-arising arising, and the non-arising non-arising are ineffable, it is called 'noble silence'; hence the Buddha answered Mañjuśrī: 'The Tathāgata ultimately does not turn the wheel of Dharma.' Not turning the wheel of Dharma is precisely noble silence.
