Regarding "speaking from the majority," Jingxi says: In terms of the principle of the various lands, there must be those that are not yet opened and revealed; hence it says the ten directions are not without this matter. But those who have heard the revealed are many. Therefore, though the previous explanations of teaching and transforming have horizontal and vertical, generally referencing the various lands, how could there not be among them those that are not yet opened and revealed? Thus the text of this sūtra must in principle be analyzed horizontally and vertically across the ten directions. However, though there are still lands not yet opened and revealed, if suddenly the time is right, they may be transferred into another realm, or using esoteric teaching be opened in their own land, as in the Lotus Sūtra Commentary explaining the illumination of the eastern direction.
