> Second, under "the four immeasurables," \[the Commentary\] explains them in turn, in eight \[parts\]: first, the four equalities. 'Immeasurable' is derived from the object; 'four equalities' is derived from the mind. Although the objects are immeasurable, my mind is always equal. Under "four teachings," the lower three teachings all speak of 'conditioned by phenomena': Jingxi says: "This does not mean the compassion conditioned by phenomena among the three compassions. Since the term 'phenomena' (dharma) is common, they are all called 'phenomena'; it is merely the phenomena of multiple conditions, namely, the phenomena of arising and ceasing, non-arising, and the immeasurable. Affixing the words 'conditioned by phenomena' to the immeasurable refers merely to the Buddha-dharmas as numerous as the sands of the Ganges belonging to the four immeasurables—that is, the Buddha-dharmas as numerous as the sands of the Ganges within the three truths. Therefore we know that 'conditioned by phenomena' said here is not the 'conditioned by phenomena' among the three compassions. Hence we know that the word 'phenomena' can also apply throughout all five, meaning the phenomenal factors of ordinary persons and so forth. That the Perfect Teaching alone bears the name 'unconditioned' is said merely in terms of its superiority."
