> Second, answering and resolving, in three parts: First, the direct answer. "Secretly according with the Buddha's intent": secret means hidden. According means joining. It secretly joined with the Tathāgata's intent when about to teach the Buddha Land. Second, from "In the world…" downward, presenting an analogy. The threshold means the boundary. As for "general", the Qin instituted the Great General; the Han appointed Han Xin to it; Emperor Wu appointed Wei Qing to it, with rank above the Three Excellencies; Emperor Ming appointed Dou Xian to it, who upon first appointment shook the whole empire with awe. Those from the Shangshu downward who wished to bow to him would all first prostrate and cry "Long live!" Han Leng, Prefect of the Shangshu, said: "Since antiquity there has been no such rite," so the Emperor stopped it. Sunzi says: "When the general is in the field, there are imperial commands he does not accept." An ancient saying states: "Within the threshold, I govern; outside the threshold, the general governs." The Heavenly Mind is the Emperor's mind. "Why must he await the decree?": The Book of Han says, "We hear only the general's commands, not the Son of Heaven's decrees." Jingxi states: If not driven by selfish feelings, acting first and memorializing later all the more complies with the sage's wish. Third, combining and concluding. "Narrating the past", etc.: Jingxi states: When narrating it before the Buddha, because of accord, \[the Buddha\] silently sealed it. "The reproaches of past days", etc.: At the time of the reproaches, the words on the causes and fruits of the Buddha Land had not yet arisen, and the universal gathering in the same assembly had not yet been spoken of; therefore, prior to that, they merely assisted the two conditions. Furthermore, in the present sūtra both circumstantial and direct \[rewards\] are complete, whereas the various Mahāyāna sūtras prior to the universal gathering mostly taught only the direct \[rewards\]; hence, on the day of reprimand, it collectively assisted and accomplished them, covering both conditions; thus it is called universal assistance.
