> Commentary: The eighteen clauses above separately praised his internal virtues; these two clauses separately praise his external virtues. External virtues are twofold: first, the virtue of being protected and praised by all noble ones, because all Buddhas praise, extol, and proclaim him. Delighting in how far his path extends, they praise him; commending the vastness of his benefit, they thus extol him. Second, the virtue of all ordinary beings taking refuge in and looking up to him, because Śakra, Brahmā, and the World Guardians constantly venerate him. Here, taking the supreme, the Buddhas' praise is mentioned for the time being, but all bodhisattvas and others extol him as well, intending to praise the wise person recognized by all the noble ones. Mentioning Śakra, Brahmā, and the like implies the rest.
