> Second, from "Next, the king…" onwards, exhorting the ruler to cultivate the internal cause. Regarding "upholding the Dharma": "bing" means to hold. "The One Man" refers to the king. "Qing" means good \[fortune\]. When the king has good fortune, the people of the myriad regions rely on it. That is, the Book of Documents says: "When the One Man has good fortune, the millions of people rely on him." Therefore, when the king receives this scripture, peace is brought to the state. In the sūtra, regarding "famine" (jijin): the Erya says: "When the five grains do not ripen, it is called ji; when vegetables do not ripen, it is called jin." Regarding "states, cities, commanderies, and counties": the "Royal Regulations" says: "Within the four seas, the Nine Provinces are each one thousand li square; a province establishes thirty states of one hundred li, sixty states of seventy li, and one hundred and twenty states of fifty li, making two hundred and ten states in total. In the Nine Provinces, there are altogether one thousand seven hundred and seventy-three states." The Zuo Tradition says: "Any settlement with ancestral temples of former rulers is called a capital (du); one without is called a walled settlement (yi)." It also says: "Senior grand masters receive counties (xian); junior grand masters receive commanderies (jun)."
