> Commentary: This refers to transforming beings. 'Not waiting for time' means that when the capacities of sentient beings are mature, one manifests a body and preaches the Dharma according to the opportune moment, without selecting seasons or dates. 'Not exceeding time' means not passing beyond this time for response and transformation. As for 'concordant with place' and so forth: the Tathāgata's preaching of the Dharma is free from the four improprieties. 'Concordant with place' is freedom from the improper place. 'Concordant with time' is freedom from the improper time. 'Concordant with action' is freedom from unsuitable capacities. 'Concordant with preaching the Dharma' is freedom from non-Dharma. This means that according to this place, this time, and these types of capacities and dispositions, one must apply this Dharma, necessarily being concordant with them. 'Manifesting diverse bodies' refers to the eight phases \[of a Buddha's life\] and the like; whether the body manifested when the Buddha is present in the world or after his nirvāṇa, it does not mean manifesting diverse marks according to the diverse intentions of disciples. Within these four phrases, it should refer to the present and after nirvāṇa; because through the mastery of vows one benefits beings in accordance with conditions, this is called transformation, and they are collectively termed 'diverse bodies.'
