The three bodies form three \[sections\]: first, in explaining the nirmāṇa, first permanence is distinguished and then impermanence. Here permanence is distinguished. Of the eight aspects of the nirmāṇakāya, only one aspect is mentioned, namely turning the wheel of the Dharma. Alternatively, this regards turning the wheel of the Dharma as benefiting sentient beings; all manifested marks are called turning the wheel of the Dharma, for they all benefit the sentient beings to be transformed. In accordance with the dwelling places of beings and in accordance with the places where transformations should take place, each has multiplicity, which is called 'in all places according to conditions.'
