- **Language:** Classical Chinese

### [4.31](https://indike.org/pramana/in.bauddha.taisho.1791.4.31)

> With the sole exception of its own substance, all conditioned things have all phenomena as their efficient cause, because when that \[fruit\] arises, there is no obstruction. It is like the people of a country who, because their wheel-turning king does not harm them, all say: 'It is due to the wheel-turning king that we obtain peace and joy.'
