> Having already subdued the afflictions of desire, it is said, "when habitual desire has been eliminated." Attaining the superior first dhyāna, the mind of meditative absorption becomes manifest, hence it is said, "the mind free of desire appears." This concludes what precedes. From "delighting in" downward, it directly clarifies that \[the devas of\] this heaven delight in and comply with the precepts concurrent with meditative absorption (dhyānasaṃvara); their pure conduct (brahmacarya) accomplished, they guard against faults without lapse. This combines upholding the codes of conduct and pure precepts to accomplish virtue, assisting the Brahmā lord, hence named "Brahmā's Ministers."
