> From 'The person is...' downward: compassion without conditions surpasses that directed toward sentient beings and phenomena, hence it is called 'supreme compassion'; his path surpasses ordinary beings and Hinayāna followers, hence he is called 'mahāsattva'; he is free from the evils of the two extremes, hence it is called 'supremely excellent'; its curing of obstacles is not in vain, hence it is called 'divine dhāraṇī.' The mahāsattva is the person capable of expounding, and the divine dhāraṇī is the teaching that is expounded; 'supreme compassion' reveals the virtue of the mahāsattva, and 'supremely excellent' praises the efficacy of the divine dhāraṇī. The 'multitude of capacities' refers to Candraprabha and the people of Vaiśālī. The active capacity must correspond to the passive recipient. If the multitude of capacities is taken as the capacity to stimulate, then Avalokiteśvara is the object stimulated; if Avalokiteśvara is taken as the capacity to respond, then the multitude of capacities is the corresponding response. Here, the sage omits being the object stimulated and is designated as the capacity to respond, while the ordinary being omits being the corresponding response and is designated as the capacity to stimulate; each is designated by 'capacity' according to its operative power. Therefore we know that ordinary beings, by virtue of the three thousand realms being inherent in principle, are capable of stimulating, while the sage, by virtue of the three thousand realms being partially manifested, is capable of responding.
