If the marked area is wide while the \[intended\] boundary is narrow, one must assemble everyone within the entire marked area. The Mahāsāṃghika-vinaya states: In a sīmā \[established to\] avert danger, if there are bhikṣus within three yojanas, all must be summoned; if they have exited the sīmā, one may perform the karman to demarcate it. Some masters say: One need only assemble everyone throughout the natural \[boundary\]. This is because the ground within the markers is not \[yet\] a natural boundary, nor has the karman yet been applied. Only after the karman has been performed does a separate saṃgha come into being. What is explained in the Mahāsāṃghika-vinaya was for conditions of danger, fearing that an obstacle would be caused; thus they had to be assembled.
