> To conduct transformation in a region, the establishment of regulations must be comprehensive; to reside among the multitude and make judgments, one must rely on the Vinaya teachings. This causes those in distant regions and foreign lands to have a goal toward which to turn their hearts, and practitioners within the boundary to set their spirits at peace and advance in their practices. If the assembly is governed in this way, what affair cannot be carried out? Once the true Dharma is practiced, who would not uphold it? Not only will the assembly of monks be pure and solemn, putting an end to worldliness and returning to truth; they will also be able to bring the tree of the Way into flourishing blossom, and glorify the sun of wisdom. If regulations issue from ordinary feelings and words have no basis; if penalties are equated with vulgar customs, and the net of teachings deals only with heavy coarseness, then the person administering it will already be in error, and those subject to it will certainly fall into great disturbance and chaos. Therefore the Vinaya states: 'To institute what was not prohibited, and to discontinue what was prohibited—such things cause the true Dharma to quickly perish; not encountering the world of a Buddha, one is born into hell as swiftly as a shot arrow.' The Sanqian weiyi states: 'If among the assembly there is no one who knows the Dharma, even a hundred or a thousand people must not reside together.' Thus we know that residing together requires following the sacred Dharma. Now I wish to prune its excess and evil, supplement its deficiencies and omissions, so that regulations accord with the teachings, and the principles harmonize with the times. Therefore the Vinaya states: 'Do not institute what was not prohibited; practice what was prohibited—such gradually causes the Dharma to abide for a long time.' Showing its illnesses and explaining its diminutions are detailed extensively below.
