> The thirteenth precept: disparaging and reviling saṃgha functionaries. Six conditions: first, being appointed by a karman; second, knowing that they were; third, managing affairs according to the Dharma; fourth, uttering words of disparagement or revilement; fifth, the words are distinct; sixth, the other person understands and hears. The Pañcavargika-vinaya states: "If one annoys a person appointed by a single-announcement motion or a motion with one proclamation, it is a pāyattika; if appointed by the saṃgha without a karman, or toward other persons, uttering such groundless accusations incurs a duṣkṛta for every word." In the Dharmaguptaka Vinaya's origin story, the appointment was by a motion with one proclamation. The Mahāsāṃghika-vinaya states: "Reviling an officially appointed person, reviling someone they employed, or reviling someone employed by the person employed—all three incur a pāyattika. In connection with this, it is told that a great fish had a hundred heads, each head distinct; this was because in a previous life he had been a master of the Tripiṭaka and liked to revile people viciously." The Dharmaguptaka Vinaya states: "If one disparages them (saying in their presence or behind their back that they have favoritism, hatred, or delusion), or reviles them, contrary to the above, both are pāyattikas. If one does not accept the words of a senior monk and disparages or reviles him, it is a duṣkṛta." Situations with no offense: if the matter truly occurred, and fearing later regret, one speaks to cause them to confess according to the Dharma, and thus says they have favoritism, hatred, and so forth; or speaking playfully or by mistake: in all such cases there is no offense.
