> The fourteenth precept: spreading saṃgha property in the open. Six conditions: first, bed furnishings of the cāturdiśa-saṃgha; second, knowing them to be so; third, in an open area; fourth, spreading them oneself or having someone else do so; fifth, when leaving, not gathering them up oneself nor instructing someone to gather them up; sixth, leaving through the gate, whereupon one incurs the offense. The Pañcavargika-vinaya states: "If one sees bedding belonging to the saṃgha in the open, and because one did not spread it oneself nor have someone else spread it, one does not gather it up, that also constitutes a pāyattika. Going to a nunnery, spreading bedding of the bhikṣuṇī-saṃgha, and not gathering it up is also a pāyattika. When laypeople enter a monastery, they may borrow bedding of the saṃgha for use; also, if at a gathering in a layperson's house one borrows bedding of the saṃgha, and after the meal a bhikṣu does not gather it up, that also constitutes a pāyattika. If a functionary airs the saṃgha's bedding nearby, sitting in meditation or sleeping beside it incurs a duṣkṛta." The Mahāsāṃghika-vinaya states: "If an image is placed on a saṃgha bed, and a bhikṣu touches it while prostrating and does not gather it up, it is a pāyattika. If many people prostrate and all touch it with their hands, the transgression of a pāyattika falls upon the last person. If during the spring months, after spreading a bed, one entrusts it to someone who acknowledges it and then walks away, there is no offense. If when walking on a road one pulls loose grass and sits on it, when leaving one should gather it together and then depart." The Sarvāstivāda-vinaya-vibhāṣā states: "Spreading it in an open area, not entrusting it to someone, and walking around visiting various rooms incurs a duṣkṛta." The Dharmaguptaka Vinaya states: "One entrusts the saṃgha property to the saṃgha functionary, saying: 'I now entrust this to you; please guard and look after it.' If there is no one at all, one should carry it and place it in a sheltered area; if there is no sheltered area and one knows for certain it will not be ruined, one should take coarse items and cover the good items. If returning immediately, one should quickly return in time even amid rain, and should go. Having made such provisions in proper order, one may leave. If one does not do so, upon initially exiting the gate it is a pāyattika; if one undertakes the provision but turns back in regret, all are duṣkṛtas. If two persons share a bed, the junior should collect it; if he does not, he incurs a pāyattika and a duṣkṛta, while the senior incurs only a pāyattika; if neither collects it, both incur a pāyattika. Failing to collect other empty beds, armchairs, small tables, and the covers and linings of bedding, all incur duṣkṛtas. If one spreads saṃgha property in the open and enters a room to meditate, it is a duṣkṛta." Situations with no offense: taking saṃgha property and spreading it in the open, but when leaving informing a resident monk, an administrator, or a manager, making provisions as above: in all such cases there is no offense.
