> In the third \[part\]: not reciting facing an offense—this regulates the precept master. One either has them repent and reveal, or applies punitive expulsion; the matter depends on confronting the circumstances. As when a bhikṣu committed theft, the Buddha did not recite for them. However, when the Buddha initially recited himself, the assembly was purely clean; if anyone falsely concealed \[an offense\], the five hundred vajra-pestles would shatter their head. Later, when it was entrusted to his disciples, it then applied to both clean and defiled; hence we know that it must rely on the three roots \[of suspicion\] being free of impropriety, and one must not recite facing \[an offense\]. From “Namely...” downward, he aligns this with the vinayas and treatises.
