> In face-to-face \[declaration\], the text concerns three persons. Afterwards it indicates two persons, where in the formula of the rite one merely omits two words. The Commentary asks: "When the Saṅgha recites the precepts, one person presides and recites while the rest all sit silently; why is it that down to face-to-face \[declaration\], each separately expresses purity?" Answer: "The rank of a Saṅgha procedure is strong and its power to accomplish is great; therefore the motion to recite the precepts extends to the four directions. The power of individuals is weak, so they merely express their internal purity, conforming to the teachings above."
