> The second section has two parts: the upper clarifies determining offenses, which is based on individual conduct; the lower says 'samgha regulations', which concerns monastic affairs. 'Flaws and transgressions' both designate offenses. Multiplying and increasing over time, each relying on their single view, is why it says 'multiplying divisions'. (Such as stealing samgha property incurring a grave offense, yet they say it is an offense of sthūlātyaya; or committing a pāyattika through ignorance, yet by analogy judging it as a duṣkṛta. This is treating the grave as light. Stealing animal property incurs a duṣkṛta, yet they judge it as incurring a pārājika; trading forfeited items for new robes incurs a duṣkṛta, yet they say it commits a pāyattika. This is treating the light as grave.) Among monastic affairs: such as samgha regulations, punishment, poṣadha, pravāraṇā, receiving days of absence, deśanā of offenses, and all the rest of the communal business; when carrying out conversions in one region, the establishment of regulations must be coherent; if left to personal inclination, then matters diverge into a thousand differences, but if reliant on the teachings, then the principle converges into a single track. Having lost sight of the teaching's intent, their meaning has nothing to rely on; those of the same faction agree, while those of jealousy and envy diverge; witnessed on the paths of the world, it is so in both present and antiquity; hence it says 'agreements, differences, and so forth'. 'Division' (qu) also means distinction.
