> Next, in depreciating \[the view that\] there is no dharma, there are three parts. First, it sets forth their theory. The Karma Commentary cites it as saying: "It is maintained that what can perform is sentient, whereas what is acted upon is insentient. How could any dharma arise? Who would receive and bind it? Therefore we know it is merely a place of assembly delimited by a boundary." It further cites textual evidence, as shown in the Manual; this is precisely the passage on the five "in-the-presence" (sammukhā-vinaya) in settling disputes, where it says: "What is in the presence of the Dharma? That which maintains the Dharma to settle disputes is it. What is in the presence of the Vinaya? That which maintains the Vinaya to settle disputes is it. What is in the presence of the persons? The exchange of debate is it. What is in the presence of the Saṃgha? Those who should come having arrived is it," and the boundary is as cited in the Manual. From "This..." downward, it points out their mistaken understanding. From "Sarvāstivāda..." downward, it cites texts to question the error: the Vibhāṣā-śāstra and the Mahīśāsaka-vinaya both clarify that the power of a boundary prevents non-humans from harassing; how could it not have a dharma? Since these were cited in full in the previous analysis, they are only briefly pointed out here. Below, it cites sūtra proofs; the meaning of the text becomes even more evident. As for "like an earthen terrace," it refers to the marks of non-active karma seen by the divine eye. The Platform Sūtra states: "The ground where a boundary is bound, according to its delimited extent, reaches down to the vajra-circle; though experiencing the destruction of kalpas, in the end it cannot be destroyed," and so forth.
