> In the next section, the Sarvāstivāda Vinaya Vibhāṣā states two reasons why it does not fall into forfeiture; the first reason can be understood. Below, 'furthermore...', the second reason: Forfeiture and fall (nihsargika-pāyattika) does not exceed four distinctions: 1. Returning to the owner, such as with extra robes, separation from robes, etc.; 2. giving to others, such as treasures, medicines, etc.; 3. turning over to the Saṃgha, such as an alms bowl obtained by begging; 4. cutting up and destroying, such as silk-cotton. This precept differs from the first three, as the text sequentially distinguishes; it ought to be the same as the fourth, hence it says 'it must be destroyed'. If so, why is silk-cotton among the thirty \[niḥsargika-pāyattika\]? Answer: That is not a small item, but has only the single meaning of needing to be torn apart. This one has both meanings, hence it is placed among the ninety \[śuddha-pāyattika\].
