"The great assembly is numerous" means the boundary is broad and the people are many; reassembling after the night passes becomes troublesome and disturbing—this is the first circumstance. "Difficult to assemble" means that even if those dwelling together are few, there may be other circumstances making the fulfillment of emotional harmony difficult—this is the second circumstance. Such is the announcement." The karmavācanā states: "Let the venerable Saṅgha listen! The bhikṣu so-and-so intentionally kept numerous surplus robes, committing a forfeiture and pāyattika; these robes have already been forfeited to the Saṅgha. The Saṅgha now gives these robes to the bhikṣu so-and-so, and the bhikṣu so-and-so shall return them to this bhikṣu. The Vinaya ordering to ask that person means asking the bhikṣu who is confessing the offense whom he would have receive it on his behalf; this must be asked before the karmavācanā.
