> At that time the Buddha addressed the monks: "Suppose that in a country the Dharma-king is strong in power, while the bandits are weak in power, all coming to submit or else fleeing into hiding. At that time the king travels about in ease and peace without anxieties; the lesser kings of the border states follow his decrees; the people within his borders also attain ease and peace; their livelihoods flourish at their will without any distress; they gain much benefit without any decline. In the same way, monks who are in accordance with the Dharma gain power, and monks who are not in accordance with the Dharma are powerless; the monks who are not in accordance with the Dharma come to the place of the monks who are in accordance with the Dharma, following their decrees without daring to disobey, or if they flee into hiding, they do not commit evils. At that time the monks who are in accordance with the Dharma are secure and attain happiness; if they are in the saṃgha, they are able to speak. If they dwell in secluded places, they perform karmans in accordance with the Dharma and do not perform karmans contrary to the Dharma; they perform karmans in accordance with the vinaya and do not perform karmans contrary to the vinaya; this Dharma is carried out, and what is contrary to the Dharma is not carried out; diligently practicing with vigor, they are able to attain what has not been attained, to enter what has not been entered, and to realize what has not been realized; thus they cause the gods and people to gain great benefit." The Buddha having spoken thus, the monks heard it and joyfully received and upheld it in faith.
