> "Furthermore, there are two assemblies: an assembly that is in accordance with the Dharma, and an assembly that is not in accordance with the Dharma. What is an assembly not in accordance with the Dharma? If in the assembly those who are not in accordance with the Dharma are powerful, and those who are in accordance with the Dharma are powerless; those who are not in accordance with the Dharma gain companions, while those who are in accordance with the Dharma do not gain companions; they perform karmans contrary to the Dharma and do not perform karmans in accordance with the Dharma; they perform karmans contrary to the vinaya and do not perform karmans in accordance with the vinaya; what is not the Dharma is carried out, and this Dharma is not carried out—this is called an assembly not in accordance with the Dharma. What is an assembly in accordance with the Dharma? If in the assembly those who are in accordance with the Dharma are powerful, and those who are not in accordance with the Dharma are powerless; those who are in accordance with the Dharma gain companions, while those who are not in accordance with the Dharma do not gain companions; they perform karmans in accordance with the Dharma and do not perform karmans contrary to the Dharma; they perform karmans in accordance with the vinaya and do not perform karmans contrary to the vinaya; this Dharma is carried out, and what is contrary to the Dharma is extinguished—this is called an assembly in accordance with the Dharma. Between these two assemblies, the assembly in accordance with the Dharma is praised by me as superior." The Buddha having spoken thus, the monks heard it and joyfully received and upheld it in faith. There are two assemblies—an equal assembly and an unequal assembly—which are also like this.
