> Why did the Buddha originally give rise to this adornment? He saw that in some Buddha-lands, the aspirations of the bodhisattvas, humans, and devas were not expansive, and they could not reach everywhere throughout the boundless worlds of the ten directions to make offerings to the assemblies of the Buddha Tathāgatas; or, considering their own lands defiled, they did not dare go to pure realms; or, considering the land where they dwelt pure, they looked down upon defiled lands. Due to various limited divisions such as these, they could not make offerings everywhere to the Buddha Tathāgatas and give rise to vast roots of goodness. Therefore, he made a vow, saying: 'When I attain Buddhahood, may all the bodhisattvas, śrāvakas, devas, humans, and the great assembly of my land reach everywhere the assemblies of all the Buddhas of the ten directions, rain down celestial music, celestial flowers, celestial robes, and celestial incense, and with skillful eloquence make offerings and praise the merits of the Buddhas. Although they praise the great compassion and forbearance of a Tathāgata in a defiled land, they do not see the Buddha-land as having marks of defilement; although they praise the boundless adornments of a Tathāgata in a pure land, they do not see the Buddha-land as having marks of purity.' Why is this? Because all phenomena are equal. All Tathāgatas are equal; therefore, the Buddha Tathāgatas are called 'those of Equal Awakening.' If one gives rise to thoughts of superiority and inferiority regarding Buddha-lands, even if one makes offerings to the Tathāgatas, it is not an offering according to the Dharma. Therefore, it is said: 'Raining celestial music, flowers, and garments, / they offer wonderful incense and the like, / praising the merits of the Buddhas / without any discriminative mind.'
