- **Language:** Classical Chinese

### [16.120](https://indike.org/pramana/in.bauddha.taisho.1821.16.120)

「若有掘取至得偷盜罪」者，大地所有皆屬王故。又《婆沙》一百一十三云「取兩國中間伏藏，若輪王出現世時，輪王處得；若無輪王，都無處得。」

> "If someone digs up \[…\] incurs the sin of theft": because everything on the great earth belongs to the king. Furthermore, Mahāvibhāṣā, fascicle 113, says: "If one takes a hidden treasure between two countries, if a wheel-turning monarch appears in the world, it is incurred in relation to the wheel-turning monarch; if there is no wheel-turning monarch, it is incurred in relation to nowhere at all."
