> \[The phrase\] "In accordance with whatever level it is based on \[...\] conventional cognition of seven levels" explains one's own and lower levels. Although conventional cognition with a distinct object is sāsrava, it can cultivate its own and lower levels. Other sāsrava phenomena lack a distinct object, and therefore for the most part cultivate only their own level. Furthermore, the Mahāvibhāṣā, fascicle 4, states: "Question: Why is it that in the path of vision of the six levels, the higher can cultivate the lower, but the lower cannot cultivate the higher? Answer: The phenomena of higher levels are superior; when they become manifest, they can cultivate the lower. The phenomena of lower levels are inferior; when they become manifest, they cannot cultivate the higher. Just as an inferior pays court to a superior, but a superior does not pay court to an inferior, this likewise is the case." This is explained at length there. Furthermore, the Mahāvibhāṣā, fascicle 168, states: "The path of vision based on a lower level definitely does not cultivate a higher level, because it is the first attainment of the path. The anāsrava based on a higher level definitely cultivates the lower levels, because it has mastery and is unbonded."
