> The commentary explains: Mount Sumeru has four tiers. Beginning from the water level to the end of the first tier, the distance is ten thousand yojanas in extent. Thus, up to the distance from the third tier to the end of the fourth tier, it is also ten thousand \[yojanas\] in extent. These four tiers project outward from Mount Meru and encircle it, filling its lower half (the lower forty thousand \[yojanas\] of Mount Meru is called the lower half). The first tier projects out sixteen thousand; the second, third, and fourth tiers project out eight, four, and two thousand respectively. There are yakṣas named Aroghamāna who dwell on the first tier; those named Mālādharas dwell on the second tier; those named Sadāmata dwell on the third tier. These three are all celestial hosts belonging to the Four Great Kings. On the fourth tier, the Four Great Kings and their retinues reside together; therefore, based on this, the sūtras speak of the Cāturmahārājakāyika devas. Besides the tiers, there are also devas dwelling on the seven golden mountains; these are towns and villages belonging to the Four Great Kings. These are called earth-dwelling. Among the desire-realm devas, this heaven is the most extensive.
