The treatise says: 'If a mind is called "possessed of latent defilements" on account of them, do they definitely increase with respect to this mind? (This is a question.) This is not definite. In some cases they increase, meaning when they are associated with the mind and when they take the mind as an object without having been abandoned; when associated but already abandoned, they do not increase. It is based on this principle that this is stated.'
