> The explanation says: "Universal" refers to the eleven universal proclivities (anuśaya), as well as the associated and co-existent phenomena. The eleven universal proclivities are: under the truth of suffering there are seven: the five views, doubt, and ignorance; under the truth of origin there are four: wrong view, clinging to views, doubt, and ignorance. These phenomena universally serve as causes for the defiled phenomena of the five categories (nikāya); hence they are called universal. "Universal is the cause" is an appositional compound (karmadhāraya). "Refers to previous universal": only taking previous arisen universal phenomena as causes; this "previous arisen" excludes the future period, penetrating only the past and the present.
