"Because this exists, that exists" reveals the meaning of condition-arising without agency. "Because this arises, that arises" reveals the meaning of condition-arising through impermanence. "Not otherwise" means that solely due to the existence of conditions can resultant phenomena exist; it is not that conditions have real agency capable of producing resultant phenomena, nor is it that non-arising phenomena act as causes whereby anything produced is established. The two kinds—actionlessness and impermanence—serve as conditions, and it is not that other agency and non-arising phenomena serve as causes; hence it says "not otherwise." This excludes \[the views that\] Īśvara and the like possess real agency and the imputation that the unconditioned can serve as dependent origination, thereby explaining its name.
