> The creation of karma \[leading to\] hell occurs at the end of the kalpa of formation; beings are also born into hell at the very entry into the kalpa of abiding. The king of tranquil pacification among those born in hell is King Yama. He is of two kinds: first, an apparitional creation by great bodhisattvas; second, actual sentient beings belonging to the ghost (preta) destiny. Because he punishes ghosts and is also born in hell, he is born in hell yet does not belong to the hell destiny, just as humans punish animals. Some say he belongs to that very destiny \[of hell\]. Other schools say he dwells in the realm of ghosts five hundred yojanas below. Here it says he is born in hell, so we know he belongs to the hell destiny. Because he punishes according to law, he is called Dharma King. Examining the intent of this text, only after beings are born in hell are they born as ghosts and animals; why should the principle not be so? It will be explained below.
