> Seventh, explaining the four phrases of the sūtra: "This existing, that exists," and so forth. The first reveals dependent origination without agency: solely due to the existence of the condition can the fruit phenomenon exist, not that the condition has an actual agent capacity able to produce the fruit phenomenon; hence it says "through unsevered conditions, there is the meaning that the rest obtain arising." The second reveals impermanent dependent origination: it is not that an unproduced phenomenon acts as the cause for a slightly produced phenomenon to be established. The latter two reveal the meaning of potent dependent origination: that is, although under the third all phenomena are devoid of agency, and under the fourth all phenomena are impermanent, yet it is not that conditioned by any random phenomenon all fruits arise; because phenomena have distinct functional capacities, it is explained in this manner. Alternatively, the first refutes dependent origination through agency, the second refutes permanent dependent origination, the third reveals potent dependent origination, and the fourth refutes unequal dependent origination and the fallacy of another acting while the self experiences the fruit.
