Because the power of dharmas born of karmic retribution is weak and inferior, arising only spontaneously; and whatever is capable of perfuming must not be a powerless dharma; thus in the causal stage, being extremely subtle, it is not a capable perfumer. The seventh manas in a person lacking the gotra also has power, as stated earlier. The eighth on the Buddha-fruition, being perfectly complete, does not perfume to form seeds, because the wholesome dharmas of the Buddha-body neither increase nor decrease; if further perfuming were admitted, it would not be perfectly complete, as it would gradually increase.
