> The treatise says: "Can birds and beasts generate karma?" As stated in the Shiyao: The Yaoji says: "In the realms of pure suffering, and among dull-witted kinds such as birds and beasts, discrimination does not arise. The treatises contain explicit texts. In places of mixed feelings, sharp-witted ones among nāgas and ghosts can also hear the Dharma, and all kinds of reckonings are exhausted, so they must have discrimination. As stated in a sūtra: a ghost struck Śāriputra's head and sank bodily into hell. This proves that among ghosts, karma leading to the bad destinies is generated; foolish humans who commit acts like killing must certainly be able to generate karma leading to the bad destinies, their principle being identical to birds and beasts." Now I say this is not so: among the three bad destinies, this is admissible for generating good and bad karma that induces distinctive retribution. They do not generate general retribution, because they lack discrimination. In birds and beasts, suffering is slight; without distinguishing dull from sharp, none can give rise to it. If striking Śāriputra's head by a ghost proves the generation of karma that generally induces bad destinies, sūtras also state that nāgas and ghosts hear sūtras, see the truths, and attain the fruits—could this be accepted as real? If accepted, it contradicts the treatises; if not accepted, it contradicts the sūtras. Therefore, know that the sūtras speak according to the manifestation of transformation regarding entering the vision of the truths and so forth; inducing good and bad destinies is stated in terms of auxiliary induction.
