> Third, the unobstructed unity of quiescence and function: although manifesting such boundless sovereignty, \[the Tathāgata\] makes no mental effort and generates no deliberate thoughts, always abiding in samādhi without obstructing the arising of function. The 'Inconceivable Chapter' says: 'In a single thought-moment, he is able to manifest all the Buddhas of the three periods of time and transform all sentient beings, yet without abandoning the non-dual samādhi of quiescence of all Buddhas. This is the incomparable, inconceivable realm of all Buddhas. Just as a maṇi-jewel rains down treasures and a celestial drum emits sounds, all are without purposive exertion, being accomplished effortlessly.'
