As for "clinging to the tracks, they do not know that they have lost the substance": it is like a hunter vainly guarding a rabbit's tracks, not knowing how far away the rabbit's body is. Likewise, people of the three vehicles cultivate and practice as expounded for three incalculable kalpas, yet the fruit they attain is merely tracks; clinging to it as ultimate, they do not know they have lost the real substance of the One Vehicle. As for "toiling diligently, there is no day of returning to the source": practicing the six pāramitās and cultivating various bodhipakṣa dharmas for immeasurable kotis of nayutas of kalpas is why it is called "toiling diligently."
