> I explain: Although an ordinary person born there has not yet attained the holy fruit, all unwholesome \[deeds\] no longer manifest in activity. However, there are naturally many reasons why unwholesomeness does not become active. Either because the noble path has already arisen to sever those latent defilements; or because cultivating the skillful means of the noble path suppresses their active manifestation; or because of the absence of evil objects, they cannot arise; or because always encountering good conditions, there is no occasion to commit sins; or because various superior provisions prevent faults from arising; or because by relying on the Buddha's original vow, evil cannot arise. Although there are seeds of delusion, they cannot manifest in activity. Therefore, the Praising the Pure Land Sūtra says, 'Although the various wondrous fragrant flowers cause those who see them to feel physical and mental delight, they do not increase sentient beings' craving and attachment.' It also says, 'The water of eight virtues can cause those who drink it to increase various superior wholesome roots.' It is like the rice of the Buddha of Fragrant Accumulation serving to perform Buddha-deeds. Due to these many conditions, various evils do not arise.
