> Explanation: There are four explanations of this. The first explanation states: 'seeds of the two vehicles are not born' is based on the Yogācārabhūmi-śāstra, which says that there are sentient beings of five vehicles who, from beginningless time, are naturally endowed with distinct lineages (gotra) of the five vehicles: 1. the Bodhisattva Vehicle, 2. the Pratyekabuddha Vehicle, 3. the Śrāvaka Vehicle, 4. the Human and Deva Vehicle, and 5. the Indeterminate Vehicle. Saying that 'seeds of the two vehicles are not born' refers to the Pratyekabuddha Vehicle and the Human and Deva Vehicle. Because those of the Pratyekabuddha Vehicle definitely experience the fruit of a pratyekabuddha, they are mostly born in Buddha-less worlds and cannot be born in a pure land, for a pure land has a Buddha, nor do they believe in the pure lands of the ten directions. The Human and Deva Vehicle consists purely of ordinary beings (pṛthagjana) transmigrating in birth and death, and cannot be born in a pure land, because the sentient beings in the pure land are all those who will attain unexcelled awakening. The second explanation states: the previous meaning is not correct. If by 'seeds of the two vehicles are not born' one takes the Pratyekabuddha Vehicle and the Human and Deva Vehicle, meaning that those of the Śrāvaka Vehicle can be born there, then why does it say 'realm of Mahāyāna wholesome roots'? And why does it say that not only are the substances of these three absent, but even their three names do not exist? Now, 'seeds of the two vehicles are not born' does not concern the Human and Deva Vehicle; rather, among the three vehicles, excluding the two vehicles of śrāvakas and pratyekabuddhas is called 'seeds of the two vehicles are not born.'
