> Answer: Setting them aside by means of the second criterion, the treatise says: 'Second, having superior function. If it has arising and cessation, and its force is flourishing and able to generate habits (vāsanā), it is an active perfumer.' This excludes the vipāka citta and caittas, etc., for their power is weak and deficient; thus they are not active perfumers. The commentary explains: The citta and caittas born of karmic afflictions and vipāka are weak and feeble; lacking strong and flourishing functions, they cannot perfume. Although form dharmas (rūpa) have strength, they lack the superior function of cognitive awareness (ālambana). As for the cittaviprayuktasamskāras, both functions are absent. These are not active perfumers. Furthermore, forceful functions are twofold: first, the cognitive function (cognitive awareness), which sets aside the various material forms as perfuming as nimittabhāga, not as cognitive perfuming; second, the forceful function, in that it does not arise spontaneously \[by vipāka\]. That is to say, the vipāka citta and the like possess cognitive awareness but lack forceful function; they perfume as nimittabhāga, not as cognitive perfuming. Internal form and the like have forceful function but lack cognitive function. The vipāka citta and the like have cognitive function but lack forceful function. The unassociated dharmas lack both. None of these are active perfumers. Only when having cognitive force and function can perfuming be effected, just as only a strong and robust person can accomplish results.
